No, there is no court or hearings for this unless you choose to go yourself but that’s just for contesting the fine. Not for punishment.

2.5 years ago the city removed its last punishment for not paying, you can search for “clean hands”, that’s the law

Technically the city could tow your car if you leave it on public property but the current backlog is 25 years. There’s about 25,000 or so boot eligible cars so the chance you get booted is super low

I mean the fines also double if you don’t pay them but doubling something you’re not going to pay isn’t very meaningful
