Every time I open the Play Store, there’s a red (1) next to the bell. And all it really ever says is “turn on the notifications”, with a laundry list of examples illustrating why I should keep the notifications turned off.

There’s nothing of value there. I’ve had an iPhone for going on five years now, and I’ve never been interested in receiving a notification that an app is updating. It happens at night, when I’m asleep, and I never see notifications for it either. It doesn’t nag me to turn notifications for such things on either, and I don’t think such notifications even exist, because I’ve never seen one.
Seeing an app updating is neither interesting nor actionable, which means that receiving a notification for it is simply an interruption. It just seems odd that, after I intentionally disabled the notifications, Google seems to find it pertinent to keep telling me that they’re disabled, every time I open the app.
Perhaps one day there will be a worthwhile notification behind that bell with the red (1), but I’ve grown so used to ignoring it as useless that I’ll never see it.
